of the problem
The fact that in recent years the Russian Government has worked out no federal policy to stimulate and support the domestic manufacturer cannot but become a matter of concern to all those who take the welfare of Russia close to their hearts. Both political figures and economic circles, a number of prominent scholars and mass media increasingly emphasize the need to back Russian commodity producers. The Russian community has matured enough to realize that it may seriously count only on its own strength; that it is time now to join together uncoordinated attempts to withstand foreign commodity invasion and foster national pride in the Russian product. Business undertakings revived during the years of reforms have furthered this trend in no small degree. Big enterprises have learned not only how to survive, but also how to grow under market conditions.
Today, at the turning point, against the background of the banking and financial crisis that burst out three years ago, the need in "hard money", that is, the money invested in real projects, in the development of the national industry, is clearly seen. Russia possesses tremendous scientific-technological potential, natural resources and trained personnel. The real hope for Russia is relying on our own manpower, on those who work quite efficiently, creating new production lines, new technologies and know-how, new jobs. The support of the domestic manufacturer must become the highest priority of national and economic development. Specifically, there's an urgent need to form a priority system to improve the image of the Russian output and the image of domestic manufacturers. Such concepts as Made in Russia, Russian quality, Russian industrialist may and must become popular on the world market in the foreseeable future.
Under these circumstances there appears a need in "ideological" and informational support, in offering Russian manufacturers of goods and services organizational and technical assistance at the federal level and in implementing adequate all-Russian task programmes.
Objectives and goals in implementing the programmes of the Academy
The main objective of all Russian programmes is development of consumer ideology and priorities for domestic manufacturers of goods and services. To reach this main objective, it is essential to attain to the following major specific goals:
- Rallying and joint efforts of the broadest public as prerequisites for creating favourable public opinion in regard to the proper Russian production of goods and services;
- development of a priority system to improve the image of the Russian output and the image of domestic manufacturers;
- active assistance offered to small and medium-size businesses, building up a positive image of the entrepreneur in the mass consciousness;
- creation of the favourable social climate for Russian exporters and foreign investors;
- development of Russian consumer patriotism as one of the essential prerequisites for slackening commodity dependence of Russia on the third countries.
The main priorities in implementation of the programmes
The main priorities in implementation of the programmes are:
- Promoting investment attraction of individual regions, enterprises and specific industrial projects in Russia (congresses, Internet-inform, the publishing activities) in terms of the world economy and international law.
- Participation in working out recommendations for Russian manufacturers how to build up the image of the national output and how to handle problems and conflicts.
- Creation of the permanent information field which is essential for the effective work of domestic manufacturers and for promoting Russian goods on the world market.
- Coordination of mass media as well as publishing activities aimed at the all-round coverage of the market of domestic manufacturers and its development, also promotion of investment attraction and positive attitude towards Russian economy.
- Assistance in forming the national economic elite, popularization of Russian business undertaking, respectable presentation of such a concept as "Russian quality".
Expected results
Stable backing of domestic manufacturers of goods and services as well as real projects of the national industry at the federal level. Development of a priority system to improve the image of Russian manufacturers and Russian output.
Development of a broad network of small enterprises, involvement of many thousands of Russian citizen in business undertakings, creating a ramified network of mini-production lines, attending to the basic needs of the population thanks to the attractiveness of business undertakings in the mass consciousness.
Raising the common weal of the Russian community on the basis of successful development of the national industry and effective use of tremendous scientific-technological potential of Russia as well as its rich natural resources and skilled personnel.
